Many historians even consider blackjack to be a game invented by the Spanish sailors on these ships. Gambling was quite common among early immigrants and was not considered a bad habit at that time. Historical records show that sports betting, especially horse racing betting, is the most common form of gambling. Poker had yet to be invented, but people were playing card games too, and Vingt-Un, the ancestor of modern blackjack, was one of the most popular games.

Only the Lotteries are Legal

In the early 1700s, Quakers began to say that gambling was something that should be banned. This was not because contrary to popular belief, it was viewed as a sin. Quakers believed that working was a form of worship and that gambling kept people idle (1). Staying idle was a real sin and anything that could cause it should be banned. Between 1700 and 1750, all forms of gambling were banned in many states. In 1748, New Jersey was included in this, and gambling was outlawed, with the exception of betting on horse racing. The only exception was the lottery: it remained legal to support the American Revolution and pay for the construction of today's Princeton University.

And Here Goes Sports Betting Too

This was a very dark period, as the Quakers were not content with just banning casino games. In 1844, they first banned the lottery (2). In 1894, they decided to ban parimutuel sports betting as well: they could not stand the existence of any form of gambling. Yet horse racing was an integral part of New Jersey history, and Freehold Raceway, the oldest racetrack in the United States, has been in service since 1830. In 1897, not only parimutuel but also all types of bets were banned, and this situation continued until 1939.

Legal Gambling Returns to a Certain Degree

In 1939, racetrack gambling was legalized again (2). To tell the truth, hardly anyone enforced the bans: bookmaking, card games, and slot machines were quite common in the state and were not clandestine activities; those who offered them evaded the law, claiming that no real money was used. Different forms of gambling were made legal between 1939 and 1963, as the ban had no meaning. Bingo games and raffles became legal in 1953. In 1959, slot machines were known as “amusement games”, became legal too. However, it should be noted that they were different from today's slots. In those years, slot machines gave discount coupons or shopping vouchers valid only in a certain store as a reward.

Lottery Becomes Legal Again

The people of New Jersey voted with a majority of 81.50% in a referendum that the lottery should become legal, and this historical practice, which ended in 1844, began once again. You know it today by the name of the New Jersey Lottery. In 1975, this lottery broke new ground and started to offer a new game called “Pick-3” (2). This was the first type of lottery where players could buy their own numbers, and it soon became common throughout the United States.

The Meadowlands Racetrack Opened

This is the first racetrack established for betting purposes in New Jersey. By this time, New Jersey already had racetracks that accepted bets, but none were set up for that purpose: betting was one of those things you could do while you were there. The Meadows, on the other hand, was a racetrack built for betting from the start. Today you know it as “Meadowlands Sports Complex” or “The Big M”. The opening of this racetrack is one of the most important indications that things are starting to change in terms of legal gambling in New Jersey.

Land-Based Casinos Become Legal

In fact, the legalization of land-based casinos has been a hotly debated topic since 1974, but the initial referendum on the subject was rejected by a 60% majority. In 1976, a new referendum proposal was made for legal land-based casinos with some changes. The most obvious change was in terms of location. Casinos were proposed to be opened within the confines of Atlantic City, which was not a very valuable or important place at the time. This proposal was accepted, but with a very small margin: 1.5 million people said yes, 1.14 million people said no.

In 1977, the “New Jersey Casino Control Act” came into effect. The law required that a casino in New Jersey must also provide hotel services. Only buildings with at least 500 rooms and 25,000 square feet of meeting space were able to obtain a casino license. That same year, the New Jersey Casino Control Commission (NJCCC) was created to issue licenses and oversee casinos. This was the real beginning of NJ online casino sites: if land-based establishments hadn't been legalized at this time, online NJ casinos wouldn't exist either.

The Expansion Period

During this period, many casinos opened in Atlantic City almost in rapid succession. Until 1990, a new casino was opening almost every year. This situation remained unchanged until 2006. The Crisis

In 2006, every business on the New Jersey casinos list had to temporarily cease operations. Sports Betting Becomes Legal

In 2012, Governor Chris Christie signed the legislation for making sports betting legal. This law allowed land-based casinos and racetracks in the state to offer betting services, and this was not limited to just parimutuel betting. The New Jersey Division of Gaming Enforcement was formed to oversee sports betting licenses.

Interestingly, the NBA, NCAA, NFL, and MLB filed a lawsuit against New Jersey to repeal this law, claiming it violated the Professional and Amateur Sports Protection Act (PASPA) of 1992. The lawsuit continued into 2018 when the Supreme Court ruled in New Jersey's favor. The first legal bet in the state was placed in August 2018 (as of 2021, there are 18 businesses with bookmaker licenses).
